FG Launches AI-Powered App To Strengthen Citizen Engagement

The Federal Government has introduced a new digital platform designed to deepen citizen participation and improve governance. The government, through the National Orientation Agency (NOA), unveiled the Crime, Lawlessness, Health, Education, Environment, Abuse, and Nationalism (CLHEEAN) Mobile App in Abuja.
Positioned as an AI-powered virtual assistant and civic education hub, the app aims to foster national unity, provide reliable information on government policies, and create more accessible channels for public engagement.
Speaking at the launch, NOA Director-General Lanre Issa-Onilu described the initiative as a turning point in how government interacts with citizens.
“Today marks a defining moment in our nation’s journey,” he said. “Not just because NOA is launching a new platform, but because we are transforming how government connects with the people.”
According to Issa-Onilu, the app was developed to address persistent challenges, including limited access to information, low levels of citizen participation, and ineffective feedback systems.
“For too long, citizens have wanted to be heard, but systems have not always listened,” he noted, highlighting the disconnect that often exists between the government and the public.
The CLHEEAN App brings together civic education, real-time updates, and engagement tools within a single platform. It features AI-driven voice and chat assistants, multilingual support in Hausa, Yoruba, and Igbo, and interactive elements designed to make governance more inclusive and accessible.
“Simply put, government is now in your pocket,” Issa-Onilu said.
The platform also includes modules for civic learning, feedback and reporting, as well as interactive features such as debates, quizzes, and community forums. A built-in guided “Tour” helps users navigate the app with ease, ensuring usability across different demographics.
The launch aligns with the Federal Government’s broader push for transparency, accountability, and inclusive governance. Officials say the app is intended to amplify citizen voices and ensure that public policies are shaped by real experiences and needs.
“This initiative is about giving citizens a voice, ensuring that decisions are shaped by real experiences, real needs, and real feedback,” Issa-Onilu added.
He emphasised that meaningful national development requires active participation from all, noting: “Nation building is not a spectator activity; it is a shared responsibility.”
